Specifications include, but are not limited to: A. The County currently has a fleet of Chevrolet 3500 Extended, 15-passenger vans that have been converted to confine prisoners during transport. B. The fleet vehicles assigned for prisoner transport are divided into two (2) types of transport conversation units. 1. Extradition System – see basic layout and photos in Attachment A. a. Seats nine (9) prisoners, the driver and passenger for a total of eleven (11). b. Uses original equipment manufacturer (OEM) safety belts, supplied by the manufacturer for the confinement area. c. Front bulkhead that extends from floor to ceiling. d. Rear bulkhead covers the area both above and below the last bench seat in the van. i. As seen in the photos the bulkhead below the seat must be under the seat to allow for full use of the cargo area behind and below the bench seat. e. Protective Plexiglas attached to the front bulkhead behind driver and passenger. f. Window guards of expanded metal. g. Door panels, side and rear doors. h. Separate storage behind driver and passenger seat for secure transport of property. i. Tamper proof screws and hardware are used throughout the confinement area. 2. Transport System – see basic layout and photos in Attachment B a. Seats ten (10) prisoners, the driver and passenger for a total of twelve (12). b. Protective Plexiglas attached to front bulkhead behind driver and passenger. c. Seating in the confinement area consists metal benches with OEM safety belts in the interior of the van. d. Confinement area is divided into three (3) sections, allowing the ability to transport male and female prisoners at the same time while segregated. e. Includes two (2) escape hatches with paddle locks. f. Tamper proof screws and hardware are used throughout the confinement area. g. Separate storage behind driver and passenger seat for secure transport of property. C. The confinement systems installed in the existing fleet are designed to be removed and reinstalled into a van of the same make with minimal modifications.
