3.1. Summary Contractor must plan and implement professional training and various public outreach campaigns aimed at increasing the public's awareness of and compliance with child passenger and bicycle safety laws and best practices in the eight-county region. Contractor must build a program that is both creative and suited for the specific needs of the project sponsor(s) and the study area and provides additional approaches/activities to accomplish the objectives of this effort. 3.2. Task 1 - Bicycle Safety Education & Helmet Distribution Provide and distribute bicycle safety helmets to children in economically disadvantaged areas throughout the region to increase compliance with local ordinances and reduce the incidence and severity of bicycle-related injuries amongst the targeted populations. The Contractor must partner with local schools and or non-profits who focus on health, safety, and education of children. The Contractor must provide education to children on bicycle safety utilizing a variety of methods to include interactive school assemblies, bicycle rodeos, helmet fitting demonstrations, etc. Children must be educated about bicycle safety rules and the importance of helmet use prior to receiving a helmet, which they must be properly fitted for. The educational materials will allow educators and healthcare professionals to educate and encourage parents and children who may have limited bicycle safety knowledge to wear bicycle helmets and follow best practice guidelines. Subtask A: The purchase and distribution of 2,500 bicycle helmets. Deliverables: • Develop task and timeline chart (e.g. Gantt Chart) that documents the progress of work. • Develop a media inventory list that itemizes advertising campaigns, purpose, platform, estimated number of people reached and cost. This will be updated monthly. • Meet with H-GAC staff monthly on progress and documentation of program delivery. Subtask B: Conduct a minimum of six (6) school assemblies at schools with approximately 1,000 children at each school. Deliverables: • Distribute safety supplies and educational materials to children and their parents that include, but are not limited to educational materials, child safety seats and bicycle helmets. • Develop a monthly task progress report documenting progress of the program that includes description of work performed, description of work yet to be performed, percent of task expended, activities, problems and issues encountered, and documentation supporting delivery of required program deliverables.
