The Contractor will provide a subscription license to an Application Programming Interface (“API”) Extensible Markup Language (“XML”) web service platform (web service portal) that provides TxDMV with PPTVs for previously owned motor vehicles. The awarded Respondent must also provide downloadable backup software and a database of motor vehicle values to operate independently on TxDMV computers when internet connectivity is interrupted (the foregoing items referenced in this Subsection are collectively referred to as the “Contractor Solution”). The Contractor Solution must be able to perform efficiently in accordance with Contract requirements and accommodate, at a minimum, 13,000 inquires per day, seven days per week, and accommodate 10% growth in inquiries each subsequent year without performance degradation. The Contractor Solution must provide the following: A. PPTVs stated in whole United States dollar values; B. Applicable trade region value amounts, including the geographical boundaries of the State of Texas; C. Values applicable for all makes and models of vehicles legally manufactured or imported into the United States, as recognized by the National Insurance Crime Bureau (“NICB”) to include the following types and model years:
