The City of Dallas (COD) is seeking Statements of Qualifications from Consulting Engineering firms to provide engineering services required to prepare an assessment and comprehensive plan for the standardization of Supervisory Control and Data Acquisition (SCADA) systems for the Dallas Water Utilities Production Facilities. The Consultant shall document the existing SCADA system at the Bachman Water Treatment Plant, Elm Fork Water Treatment Plant, Eastside Water Treatment Plant (including all remote raw water facilities), and at Forney Dam The consultant shall identify functional goals, define SCADA requirements to meet those goals, and identify gaps in the existing system. The consultant shall create formal written standards for the SCADA system and produce a SCADA Strategic Plan to guide SCADA system upgrades. The successful Consultant firm will have an experienced project manager and a team of technical experts with an in-depth knowledge of SCADA systems including network and server architecture, communications, PLC programming, alarm management, SCADA reporting, and cybersecurity. The selected firm will have experts familiar with the operational processes that the SCADA system will monitor and control. The selected Consultant firm shall also demonstrate a history of successful performance on similar projects of the same or of greater scope and complexity. Individuals identified as having prior experience with DWU water facilities projects should be highlighted, and their role on those projects explained in detail.
