Specifications include, but are not limited to: Katy ISD will only consider existing E-Rate approved vendors with current Service Provider Identification Number (SPIN) and Service Provider Annual Certificate (SPAC) for this proposal. The district is seeking USAC E-Rate funds for these products and the vendor must agree to meet this program’s requirements. The proposed solution is for E-Rate Category One – Network Electronics or Modulating Equipment to Light Dark Fiber. All ineligible items proposed must be clearly identified. There will be three areas of focus with each one having equal importance. The first area of focus concerns the price schedule for the hardware and software. The second area covering professional services includes architecture/design and deployment services for the hardware and software. The third area is the maintenance and support of the proposed solution. This RFP will provide maximum flexibility for the rapid, efficient, and cost-effective design, purchase, and deployment of the network equipment, associated software, and other network professional services. The maintenance proposal will be evaluated as a yearly service with yearly renewals. Provide the Modulating Electronics and other equipment necessary to make a Category One broadband service functional. It is the intent of this RFP to identify the cost, services and provider to light a dark fiber proposal. This will enable Katy ISD to build a comprehensive cost and service model for the district Wide Area Network solution. As defined in WC Docket No. 13-184, Wireline Competition Bureau Eligible Services List, Katy ISD requests Category One Equipment and Maintenance and Operation Services for a lit or dark fiber broadband network. We adopt, with minor revisions, the proposed explanation at Note (1) in the ESL Public Notice that the eligible costs for lit fiber, dark fiber, and self-provisioned broadband networks include the monthly charges, special construction, installation and activation, Network Equipment, and maintenance and operation charges. This description of eligible costs recognizes that self-provisioned broadband networks and dark fiber services require certain equipment and services that are typically included as part of the cost of a leased lit fiber service. Therefore, beginning in funding year such services and equipment will be eligible for Category One support when purchased by an E-rate applicant that owns a network or lights dark fiber.
