The Scope of Services in these specifications identifies the major activities and requirement set by the City for this contract. The selected firm(s) shall provide all required labor and materials identified in the Scope of Services. Successful bidder must be able to provide the following four key areas of service for volunteer coordination services: The ability to promote volunteer opportunities with the City of Dallas through public outreach, and other recruitment sources including but not limited to: v Recruit and place volunteers within City Departments as requested. v Develop job descriptions for volunteer from opportunities identified. v Support City operations by recruiting volunteers during emergency events v Support City staff in engaging volunteers during the planning phase associated with a disaster response. v Coordinate the placement of volunteers from the Community Service Restitution (CSR) Program. Conduct criminal background checks for each volunteer prior to placement in any City department or event. Please note: Background checks done by an outside agency for the vendor must have a current State of Texas Certification License (Class A) issued by the Texas Department of Public Safety. Please note: C licenses are also acceptable. Background checks must consist of the following: v Texas DPS: arrests, warrants, convictions, juvenile offenses and deferred adjudications. v Social Security Trace: search shall verify true identity, indicate any prior out-of-state residency, ensures that records that come up with volunteers name do not belong to another person with that or a similar name, and compares application information with Social Security information. v Multi-Jurisdictional Check: local, state and national. Including 50 state sexual predator records. Including data from: Criminal courts State criminal records repositories Probation, prison parole and release files Sex offender registries v The turn around time for a background checks are 24 hours with the exception of Fridays Fridays background checks are due the following Monday. v The background checks will be priced accordingly: The fee for the estimated initial background checks of 7,000 shall be included with the monthly volunteer service fee for the term of the contract. Fees for background checks after the initial 7,000 shall be charged at a separate fee. Provide Training Opportunities for volunteers and coordinators in City Departments. v Conduct semi-annual meeting with City of Dallas department volunteer coordinators on how to manage volunteer programs, based of the following: Responsibilities of departments, including department coordinators. Procedures for requesting volunteers including information regarding volunteer experience/ capabilities, duties. Please note: Staff member shall provide work direction, and any other pertinent information. Any procedures for City staff outlining work rules, reporting, and appropriate work assignments. Information required from volunteers, including application, requested background checks, waivers, indemnity statements. Risks associated with using volunteers including getting input from Risk Management and City Attorney. Reasons by which persons would be ineligible to volunteer. Coordinate training sessions for CSRs with City Departments who utilize them. Additional Responsibilities Represent the City Of Dallas in the volunteer community. Review yearly performance of Volunteer Program with City Management and Human Resources Director. Provide requested reports, analysis, and/or briefings for the City Manager and Department Directors. Provide regular press releases to the Public Information Office on Volunteer Program on a quarterly basis. No additional specifications were given.
