Specifications include, but are not limited to: Pricing All prices offered to the City of El Paso must be based on the prices quoted for El Paso as published weekly by OPIS (Oil Price Information Service). The base price may fluctuate in accordance with the prices quoted in the most current OPIS Report. The final prices offered to the City will be calculated by applying the discount or markup to the rack average price for the product, as quoted in the OPIS REPORT, which will remain constant for the term of the contract. Invoices will reflect the final price resulting from the calculations indicated above. The OPIS price for each transaction shall be provided on the statement transaction activity breakdown. Fuel Specifications All fuels offered must meet all Federal and State regulations in effect at the time of delivery. Offsite Fueling The primary purpose is to provide fueling service to certain classes of City Emergency Vehicles. Each bidder offering Offsite fueling service in response to this solicitation will identify a minimum of six primary locations for use by authorized City vehicles. There must be at least one location in each of the six geographic areas of the City identified in Section A. Fueling service at the sites offered must be available twenty-four (24) hours a day, seven (7) days a week. All support and inquiries must be responded to within three to five days. City Point of Contact for Daily Operation of Contract Albino Gonzalez, General Services Fleet Maintenance Manager, will be responsible for the day -to-day operations of this contract. Contact information will be included on the purchase order. Fueling Access Control Contractor will provide FUEL ACCESS CARDS. The City in turn will control the issuance of the cards for authorized use of the contract service. The City shall notify the Contractor immediately when it identifies a lost or stolen card and Contractor shall immediately take such action as is necessary to insure that the lost or stolen card cannot be used. Fuel card replacement cost and shipping costs be waived unless the cards are damaged or lost. The cards must be restricted to fuel purchases only. The purchase of car washes, food, beverages or other non-fuel items is not authorized. Contractor will ensure denial on all non-fuel purchases. Fuel cards can ensure card assignments on fuel types. Cards can be programmed to only be used to purchase an assigned fuel type (unleaded, premium, or diesel).
