The Statewide Procurement Division (SPD), a division of CPA, requests sealed responses for Truck Hauling Services & Trailer Storage Rental, Contingency. A major customer for these services and items is the Texas Division of Emergency Management (TDEM). These services and commodities are required for all-hazards emergency preparedness and may be simultaneously dispatched to one or more locations throughout the state of Texas prior to, during, or after an incident or event occurs. All-hazards planning and preparedness addresses natural, technological, adversarial, or human caused incidents or events. CPA and TDEM particularly seek to prepare for events like the recent natural disaster Hurricane Harvey, which in 2017 inflicted $125 billion in damages and displaced over 30,000 people. During this rapid deployment event, CPA and TDEM expended $16 million for truck hauling services and trailer storage rental. The contingency services shall support a standard period of 7 to 10 days, but the duration is dependent upon the scale and scope of the emergency. Therefore, services may be required for both shorter and longer durations
