DRAFT SCOPE OF WORK 1.0 INTRODUCTION The City of Austin, hereinafter referred to as the “City,” seeks a qualified service provider, hereinafter referred to as the “Contractor,” to conduct a comprehensive tree inventory and to develop a tree planting and maintenance plan for its public trees. This plan aims to enhance the benefits of the urban forest while mitigating risks associated with unmaintained trees. The Contractor may submit information for either conducting the tree inventory, developing the plan, or both. 2.0 BACKGROUND 2.1 This scope of work addresses Resolution No. 20240418-051 which highlights the importance of trees in Austin and the need for an inventory and plan. Key observations include: 2.1.1 the City owns and manages over 46,000 acres with an incomplete tree inventory, 2.1.2 extreme weather events and climate change threaten the condition of Austin’s existing trees, and 2.1.3 the City has a goal of reaching 50% tree canopy cover by 2050 2.2 The primary stakeholders for this scope of work include Parks and Recreation Department (PARD), Transportation and Public Works (TPW), Development Services Department (DSD), Austin Water Utility (AWU), Austin Fire Department (AFD), Watershed Protection Department (WPD), and Building Services Department (BSD). The City reserves the right to add or remove City departments at the City’s discretion. 3.0 CONTRACTOR MINIMUM QUALIFICATIONS 3.1 A minimum of five years experience conducting professional tree inventory data collection services for projects of similar size and complexity as the Scope of Work. 3.2 A minimum of five years experience developing tree planting and maintenance plans similar in size and complexity as the Scope of Work. 3.2 Contractor’s staff assigned to project shall maintain a current Certified Arborist Certification from the International Society of Arboriculture (ISA). 4.0 TREE INVENTORY 4.1 Perform a comprehensive and detailed inventory of public trees located within the City’s Full Purpose Jurisdiction. City staff shall provide the Contractor with a full list of properties to inventory.
