Specifications include, but are not limited to: Title I, Part A of the Elementary and Secondary Education Act (ESEA), as amended by the No Child Left Behind Act of 2001 (P.L. 107-110), provides federal financial assistance to local education agencies (i.e., school districts) to ensure that all children have a fair,equal, and significant opportunity to obtain a high-quality education and reach, at a minimum,proficiency on challenging academic standards. Accordingly, Section 1120(a) of NCLB requiresschool districts to use Title I, Part A, funds to provide supplemental educational services on anequitable basis to eligible students, and their parents and teachers, at private nonprofit schoolsparticipating in the program. The school district maintains control over the funds and, therefore, doesnot provide program funds directly to private schools. A school district may provide these servicesdirectly or through a contract with a public or private agency. After consultation betweenrepresentatives of the Houston Independent School District (HISD) and private nonprofit schoolofficials, it was mutually agreed that Title I services should be provided by a third party contractor.HISD is, therefore, seeking proposals for supplemental reading and mathematics instruction for eligible students in private nonprofit schools participating in the HISD s Title I, Part A program. Students in the program must be failing or most at-risk of failing reading and/or math. The successful applicant must provide all equipment, materials, and supplies necessary to deliver instruction parental involvement services for parents of eligible students designed to build parents capacity to help their children and professional development activities designed to build the capacity of teachers of Title I students. Educational services must be performed at the private school location and willinclude services before school, during school hours, after school, and during the summer. Learningprograms must include small-group instruction (not more than 8 students per group), computer-assisted instruction, and tutorials. Services must be secular, neutral, and non-ideological. The districtwill enter into a contract with the awardee for one year and has the option to renew each year for twoadditional years. Annual extensions are contingent upon funding and satisfactory performance as determined by the HISD. 3.1.1. Instructional Services: The successful applicant will provide comprehensive Title I supplemental educational services to students in pre-kindergarten through grade 12 at each participating private non profit school. Services may be provided before school, during school hours, after school, and during the summer. Each school s Title I program will be determined through consultation with the school principal. Participatingschools will be offered three basic learning programs: small group instruction (not more than 8 students pergroup), computer-assisted instruction, and tutorials. In addition to these services, the awardee will provideparental involvement services for parents of eligible Title I students and professional development for Title Iteachers.The awardee will serve only eligible Title I private school students, and teachers and parents of eligiblestudents. Title I eligible students will be identified by the district based on the following criteria: Student must reside within the Houston ISD attendance boundary. Student must be failing or at risk of failing reading and/or math as determined by multiple,educationally related, objective criteria--including standardized tests, report cards, pre- and post-tests, and teacher referral checklists. 3.1.2. Program Evaluation: The awardee will submit by August 31st, an end-of-program report with a cumulative summary of the services provided to support Title I students academic achievement. The following information will be included: Demographics of the students served through the program, i.e., number of students at each school by gender,race/ethnicity, and grade level. Summary of services provided:(1) Description of the curriculum: Total number of hours of service provided, by school and by subject, and average number of students academically engaged during each hour provided. Average number of hours per-student engagement, by school and by subject.(2) Description of parent engagement activities: Total number of activities provided, by school and topic, and average number of parents engaged ineach activity.(3) Description of professional development provided for teachers and staff. Total number of hours of professional development activities provided, by school and topic, and number of participants engaged in each activity, by role in the school (teacher, principal, teacher aide, office staff, etc.) Evaluation of student academic progress: Administration of a standardized test (criterion-referenced or norm-referenced) at least twice (pre-and post- in a single year or results from the previous and the current year) a summary of academic achievement of the students tested and a copy of the results provided by the testing company for each administration. Evaluation of parent engagement activities: Summary of survey of parents concerning satisfaction with parent engagement activities and access to the original surveys, if requested.o Evaluation of professional development for teachers and staff: Summary of surveys of teachers and staff members concerning satisfaction with each professional development activity and access to the original surveys, if requested.The awardee shall deliver the reports to the Houston Independent School District s contact person by August 31. If student gains are not realized, awardee will be required to adjust its program for the following year
