Specifications include, but are not limited to: The Texas Department of Information Resources (DIR) is issuing this Request for Offer (RFO) to select a vendor to provide RSA® Archer® Software as a Service, RSA Lifecycle and Governance Software as a Service, and RSA Archer technical services for its Statewide Portal for Enterprise Cybersecurity Threat, Risk and Incident Management (SPECTRIM) system that DIR currently provides for all state agencies and higher education institutions. Vendor shall offer technical services providing business operations, maintenance, and enhancement of the Software as a Service platform. The Vendor services personnel shall work closely with DIR Points of Contact (POCs) to identify, prioritize, finalize and direct the actual tasks and deliverables for the technicalservices. Vendors must, at a minimum, be able to provide the following: • Software upgrades/migration to new software versions; • Configuration of new features; • Design and implementation of new features; • Ongoing support and administration (e.g., new user administration, password resets, training, administration of new reports, change management, helpdesk services); • Corresponding with DIR customers for ongoing support and administration; • Providing recommendations to DIR regarding configurations of software to comply with security standards (i.e., NIST 800-53, TAC 202, Texas Cybersecurity Framework); and, • Coordinating with DIR to devise and document implementation plans for new features.
