Friendswood Independent School District (“Friendswood ISD”, “FISD” or the “District”) is seeking qualifications from qualified firms for provision of professional engineering services associated with Testing Lab Services (characterized generally as Geotechnical Engineering, Environmental Assessment, and Construction Materials Testing). Testing Lab staff shall consist of registered professional geotechnical and civil engineers, registered environmental professionals, registered environmental managers and technical personnel, and NICET, ACI, and TxDOT certified engineering technicians. The Testing Lab and its registered environmental professionals shall be proficient in conducting ASTM Phase I and Phase II ESA’s (Environmental Site Assessments) in accordance with ASTM E1527-13 and ASTM E1903 respectively. The Testing Lab construction material testing laboratory shall be accredited by the American Association for Laboratory Accreditation (A2LA) in accordance with International Organization for Standardization (ISO/IEC) general requirement 17025:2005. Friendswood ISD shall select the provider(s) of these professional services on the basis of demonstrated competence and qualifications and in accordance with the requirements of the Texas Government Code, chapters 2254.004, 2269.057, 2269.058 (excerpted text below provided for Respondent’s information). Sec. 2254.004. CONTRACT FOR PROFESSIONAL SERVICES OF ARCHITECT, ENGINEER, OR SURVEYOR. a) In procuring architectural, engineering, or land surveying services, a governmental entity shall: (1) first select the most highly qualified provider of those services on the basis of demonstrated competence and qualifications; and (2) then attempt to negotiate with that provider a contract at a fair and reasonable price. (b) If a satisfactory contract cannot be negotiated with the most highly qualified provider of architectural, engineering, or land surveying services, the entity shall: (1) formally end negotiations with that provider; (2) select the next most highly qualified provider; and (3) attempt to negotiate a contract with that provider at a fair and reasonable price.
