Specifications include, but are not limited to: Contractor will provide remote telehealth professional counseling services (i.e., telemental health services), including consultation, diagnosis, treatment, and referral services for behavioral health issues via multiple platforms such as video, phone, and chat. Existing services currently vary across the Component Institution campuses, so Contractor will be required to customize some solutions to each Requesting Institution. Services provided by the Contractor will need to be delivered as an integrated and coordinated extension of the Requesting Institution’s existing services. Contractor will not charge students any type of fee, co-pay, or try to collect money directly from the student for performance of counseling services. Services include, but are not limited to: Contractor will provide 24/7 access to a customizable telehealth platform via web, phone, and/or mobile device. Any mobile app will be free to student users. The platform will allow HIPAA Business Associate Agreement (BAA) compliant video communications between a provider and a student. Students will have access to 24/7/365 on-demand behavioral health intervention (e.g., single session consultation/therapy). These on-demand sessions are intended to be of short duration (15 to 50 minutes) via web or mobile device application, including a chat platform. Students will have access to short-term, ongoing, appointment-based sessions with the same provider. Contractor’s providers will provide continuity of care for the student, including follow-up appointment communication and providing referrals to other qualified providers within the student’s community when necessitated for long-term care or by the level of care required. 24/7 messaging will be available for students to communicate with their provider regarding non-clinical issues. The provider will respond within 2 business days. Students will be connected to providers with minimal wait time for both on-demand intervention and on-going, short-term counseling. Contractor must provide a formal written procedure to facilitate acute referrals in the event a student presents with acute risk. The provider is expected to immediately direct the student to the appropriate level of care necessary for the safety of the student. Contractor’s providers will consult and collaborate with campus counseling centers, faculty, and staff in providing care to students when necessary. Contractor will obtain appropriate consent from students to receive treatment, share notice of privacy practices, and have the ability to integrate into each Requesting Institution’s electronic health records (EHRs) in order to share records, or provide access to a secure platform for record review in the absence of an EHR. Provider documentation for on-going counseling includes location, consent, relevant history, assessment, and treatment plan. All documentation must be completed within one business day. On-demand and short-term counseling services will be available to students nation-wide. Out of country students should have the same access to services as domestic students. At a minimum, students out of the country will be able to use the services for crisis intervention. Services will be available in multiple languages or via an interpreter system. Contractor will provide augmented support and staffing in the event of a disaster, crisis, or critical incident that impacts the student community at large (i.e., residence hall fire, active shooter, etc.). Contractor will provide Requesting Institution’s with access to a dashboard that shows utilization of services (e.g., number of students accessing services, number of students identified as high-risk, etc.) for internal analysis and reporting purposes. Contractor will provide students with access to on-demand psycho-educational content related to common mental health concerns.
