The Texas Health and Human Services Commission (HHSC) is an agency within the Texas Health and Human Services (HHS) system. The Procurement and Contracting Services (PCS) division of HHSC administers IFBs for HHS. HHSC PCS is seeking competitive bids to establish contract(s) for Texas Department of State Health Services (DSHS) for an annual subscription for the TRAIN Learning Network (TRAIN). Both HHS Agencies, HHSC and DSHS, will be entitled to use any contract awarded as a result of this IFB. The required services to be provided are a “Standard Affiliate - State Government” annual (oneyear) subscription for the TRAIN Learning Network, which shall include the following services for this subscription level: A. The TRAIN Subscriber shall have the use of an identifiable TRAIN portal, developed to be SCORM and WCAG 2.0, Level AA compliant, which can be customized based on the customization checklist completed by Affiliate. B. The TRAIN Subscriber shall have access to a web-based catalog of course listings and database of learner records that is dynamically linked across TRAIN affiliates, enabling learners to simultaneously search for courses available locally, regionally, and nationally, as well as online or on-site. C. The TRAIN Subscriber shall have administrative control over its Affiliate portal via the Internet to perform actions such as: 1. Approve courses and course providers. 2. Manage and export Affiliate’s course, course provider, and learner databases. 3. 3. Manage resources, discussion boards, announcements, and other learner support features on Affiliate site. 4. 4. Register learners for courses and manage attendance. 5. 5. Collect feedback from learners online using the evaluation tool or rating tool. 6. 6. Grant role-based access for specific administrative functionality to others in the same organization. 7. 7. Generate custom reports on data fields in the courses, users, and course registrations data tables, and share those reports with other administrators in the same organization. 8. 8. Generate individual or aggregate course roster reports. 9. 9. Share course provider administrative tools with partner organizations, such as the ability to post courses, manage rosters, deliver assessments and evaluations, and provide certificates. 10. 10. Develop training plans (curriculums) consisting of any courses available to the Affiliate. D. The TRAIN subscription shall include access to marketing and reference materials to promote the Affiliate. Permission to customize existing materials can be granted by PHF.
