In 2021, the JCMH developed the first cohort of the Court Liaison Pilot Program (CLPP) to enhance coordination between courts and mental health providers. The Court Liaison Pilot Program was intended to connect courts with knowledge, tools, and resources to ensure that courts are not contributing to any delays and are making the best use of inpatient competency restoration services, thereby stalling the growth of the forensic waitlist. The CLPP focused on developing innovative pathways and quicker interventions that honor public safety and treatment compliance while working to prevent decompensation of individuals awaiting restoration or other interventions. Additional information about the CLPP can be found attached to this document as Attachment A. In 2025, the JCMH was appropriated funding by the 89th Texas Legislature to expand the CLPP to five additional Texas Counties. The Texas Judicial Commission on Mental Health is soliciting proposals for a Systems Data Expert to collaborate with the JCMH, and participating counties, to identify and develop a set of mandatory data points that will be stated in the Request for Applications for the Texas counites who are seeking to participate in the CLPP. These data measures will be collected as part of the grant requirements for the second cohort of the CLPP to strengthen data consistency, collection, reporting, and evaluation of the success and impact of the CLPP.
