4.1 Strategy Tracking Platform: DART is seeking to implement a comprehensive strategic planning and tracking platform to centralize the management of its strategic initiatives and improve operational efficiency. The platform shall serve as a centralized repository, providing a single location to store and manage all strategic initiatives, documents, and updates, complete with advanced features such as document versioning, metadata management, tagging, categorization, and audit trails. Real-time updates and notifications shall keep stakeholders informed on the status of tasks and initiatives, allowing customizable notifications based on frequency and delivery preferences. The platform shall also incorporate robust role-based access and permission controls, ensuring secure access management tailored to specific user roles. This shall be complemented by integrated communication tools, such as chat, discussion boards, comments, and other communication tools, with a preferred integration through Microsoft Teams. To meet DART's growing needs, the platform will offer open APIs to enable future integrate with existing systems like Masterworks for capital planning, Lawson (or ERP system of the Future) for financial management, and ESRI’s ARCGIS for geographic information system (GIS) data,. Task assignment, prioritization, and tracking shall be enhanced with AI-driven features.. Collaborative planning tools such as shared calendars, Gantt charts, and scenario planning shall support effective project management, while customizable performance dashboards and real-time reporting shall provide insights into key metrics. Additionally, the platform shall offer multiple export formats and automated backup schedules to ensure data protection and ease of retrieval, supporting DART’s strategic initiatives and operational goals. DART will have free and open access to its data at all times.
