The following service requirements shall be included, but are not limited to: • Card Production: Design, manufacture, and deliver physical cards (if applicable), with customization options. • Card Issuance: Physical and/or virtual card options, including branded and co-branded cards. • Fund Management: The ability to load, reload, and manage funds on the cards using various payment methods. • Card Activation & Management: Setup of a cardholder portal or app for activation, balance checks, and account management. • Cardholder Experience: User-friendly interface for managing card balances, viewing transaction history, and spending the stored value. • Customer Service: Multilingual support system for cardholders (hotline, email and chat support). • Administration and Reporting: Management portal for tracking, reporting, and controlling the card issuance, spending, and user data in real time. • Reporting & Analytics: Provide a comprehensive suite of reports on card issuance, reloads, and usage statistics • Security: Compliance with applicable standards, including PCI-DSS, and ensuring high levels of data security. • Regulatory Compliance: Ensure compliance with applicable laws and regulations concerning prepaid cards and financial transactions. • Fraud Prevention: Include measures to protect against unauthorized use, fraud, and identity theft. The selected vendor must deliver: • A fully operational Stored Value Card platform. • Training for administrators and end-users. • Comprehensive documentation and manuals. • Ongoing system maintenance and support. • Customization of the interface and reporting modules.
