It is the intent of the Texas Education Agency (TEA) to solicit proposals for an entity to serve as the statewide hub providing technical assistance with training, implementing and supporting the teacher and principal evaluation systems throughout the state. This work would supplement efforts to establish and administer a comprehensive appraisal and professional development system for principals as called for in TEC §21.3541. This work would also support efforts to develop, adopt, pilot, and implement teacher and principal evaluation and support systems that support student achievement in accordance with the United States Department of Education’s September 30, 2013, Elementary and Secondary Education Act Waiver Letter.. PROJECT DELIVERABLES 1. Develop a training schedule for train-the-trainer events for both T-TESS and T-PESS during the 2015-2016 school year by 9/15/2015. 2. Train individuals identified by the 20 Education Service Centers (ESCs) as potential trainers by 4/30/2016. An estimated four train-the-trainer events will be necessary. 3. Develop a timeline for the integration of the Teach for Texas portal, currently operated and maintained by the National Institute for Excellence in Teaching, into a website dedicated to educator development by 10/1/2015. 4. Integrate the Teach for Texas portal into a broad educator development website that includes sections dedicated to the already developed Advancing Educational Leadership training system and the T-PESS, the principal appraisal system, by 11/30/2015.
