County requests the turnkey services of a professional Engineering and Coastal Civil Engineering firm (Respondent) with the capability to complete the following Scope of Work. Specific duties assigned to the chosen respondent may include, but are not necessarily limited to the following: a. Aransas County proposes to mitigate Shell Ridge Road and the adjacent shoreline from storm wave-induced erosion and inundation. The mitigation measure entails the construction of offshore segmented breakwaters, local marsh grass plantings at the shoreline, and the raising of the roadway by 1 foot. The breakwaters were designed to reduce erosive wave energies at the shoreline to levels conducive to seagrass and marsh propagation up to a 100-year storm event. Elevating the roadway reduces inundation by 29% for 100-year storm event. The measure has 30 -year design life; and, b. The project site is located at 27.998158 N, 97.060628 W. The plantings will be approximately 0.6 acres in area, along approximately 1,300 linear feet of shoreline adjacent to Shell Ridge Road. The offshore segmented breakwaters will be constructed of approximately 7,500 cubic yards of stone riprap to an elevation of 4.0 feet, with a 3 foot crest width and a side slope of 2H:1V. The breakwater segments have gap widths ranging from 15 to 50 feet. The Shell Ridge Road roadway construction length is approximately 2,950 linear feet; and, c. The Engineering Services required will be for Coastal Civil Engineering following the approved FEMA and TDEM SOW, all engineering design, USACE, and TxDOT permits through close-out, review and adhere to any/all waters and wetlands delineation and habit characterization requirements, prepare a set of construction drawings, provide construction procurement bidding assistance, construction plans and documents, construction administration and management services, construction inspection monitoring and grant close out documentation; and, d. Compliance with the Law. Contractors must comply with all local, State, and federal laws including safety and environmental standards.
