Specifications include, but are not limited to: 2.1.1A clear plan that benchmark standards relating to security and safety 2.1.2The Plan must include establishing the appropriate use of current systems/technology that may be leveraged across the institution2.1.3Operational practices and procedures as they relate to emergency response and support services required for successful emergency management. 2.1.4Establishing a standard (hardware and practices) the college can deploy across the system supported by industry best practices and benchmarked for access control, emergency procedures/response, practice/drills and appropriate staffing of facilities. 2.1.5Benchmark use of parking controls, ID systems pedestrian traffic pathways, management of public access to the facilities and Community use of the facilities. 2.1.6On-Site staff recommendations from a security and operational safety prospective. 2.1.7Identify major barriers unique to HCC preventing implementation any of the proposed standards. 2.1.8A standardized security and safety plan for the college to use as a baseline going forward. 2.1.9The plan should outline operational procedures as well as use of technical capabilities to improve security and safety. 2.1.10The Plan must identify a robust set of responsibilities for first responders, support staff and management related to emergency response, management and effective resolution of foreseeable regional emergencies. Responsibilities shall be based on best practice for the higher education industry and are in compliance with the appropriate laws.
