Specifications include, but are not limited to: The City of Houston (“City”), Houston Airport System (HAS) and the Houston Health Department (HHD) are seeking services of qualified Contractors with highly experienced management teams to submit a proposal for Security Guard Services. Proposals are solicited for this service for the City/HAS in accordance with the specifications, terms and conditions as set forth in this Request for Proposals (RFP). This RFP has two (2) separate Scopes of Work; one for the Houston Airport System (HAS) and the other for the Houston Health Department (HHD), which will be federally funded. Proposers may bid on one (1) or both departments. It shall be at the City’s discretion to award contract(s) to different Proposers. During the contract period, the Contractor shall establish an affiliation with the City and shall provide services for contract security services that will meet the City's requirements. The Contractor shall provide and supervise Security Officers to provide services for all shifts and sites for which Security Officers are required by this Contract or requested by the City. The Contractor shall make best efforts to assign Security Officers consistently to certain sites so that Security Officers become more familiar with the procedures and authorized persons associated with that site. Security Officers shall have a strong presence, provide exceptional customer service to employees, visitors, and contractors, provide security responses in a corrective manner including alarm investigations and preparing accurate reports. The Contractor shall have a minimum of five (5) years’ experience in providing Contract Security Services similar in size and scope to this RFP. As part of the work, the Contractor shall furnish and assume full responsibility for everything required for the orderly progress and proper execution and completion of all work services, to include all labor, materials, parts, transportation, insurance, bonds and other facilities and incidentals. The Contractor shall only employ persons duly licensed by the State of Texas to perform the work required under this contract for which applicable Texas law requires a license. The City is the fourth largest City in the United States comprising 23 departments with multiple locations throughout the City. The City has approximately 23,000 employees with approximately 500 employees involved in the procurement and/or contracting process. Contracts where the City must pay in excess of $50,000 are routed to City Council for approval.
