1.4.1 Service Requirements. THC seeks an individual or firm with the required expertise to provide unarmed security guard services at the Magoffin Home State Historic Site. Awarded security guard firms will have access to agency facilities, permit reasonable access to agency personnel, etc. Security guards face a variety of potential risks, including dealing with aggressive individuals, environmental hazards, and mental/emotional stress. Awarded vendors must meet IFB criteria listed in Section II, 2.5 Bid Requirements and 2.12 Past Performance. Services shall include, but are not limited to, the requirements contained in this IFB. 1.4.1.1 Specifications. The specifications of unarmed security guard services are as follows: a) Sixty-three (63) hours per week of unarmed security services. b) Daily guarding and surveillance of the Magoffin Home State Historic Site (SHS) campus. c) Daily inspections of the campus, particularly checking windows and doors. Report all failures and make recommendations for improvement. d) Monitoring CCTV electronic surveillance. e) Regular patrols of the campus. f) Daily use of radio to update staff on safety conditions and receive staff requests for support. g) Weekly electronic reporting of incident and activity reports. h) Suspicious activities reported immediately. i) As requested by staff, assist with escorting visitors or unwelcome guests offsite j) Personnel and guest escort; escorting current and future associates to their vehicles and site locations k) Provide excellent customer service. l) Special event guarding. m) Monitor contractors and some guided groups in the historic home. n) Fire patrol and equipment checks. o) Alarm and emergency response as appropriate. p) Some transportation and parking services. q) Provide general visitor information as needed. r) Draft incident reports using agency forms. s) Follow all agency safety and emergency protocols. t) Be a licensed security company in Texas with at least three years of experience. u) Have the ability to provide unarmed guard services. v) Be able to provide services in the city of El Paso, Texas.
