The required services to be provided are on-site unarmed uniformed security guard service at the Rio Grande State Center to protect patients, personnel and the premises. a) Awarded contractor shall furnish all labor, tools, transportation, equipment, materials, and supplies, as necessary. This includes a Morse Watchman management system or similar system and two battery operated golf/utility vehicles for patrol of the facility. b) The battery-operated golf/utility carts shall always remain operations or immediate repairs made to ensure security is maintaining constant patrol of the entire Rio Grande State Center (RGSC) campus. c) The Contractor shall provide spotlights, flashlights, and any other equipment for security to secure facility premises. d) The Contractor shall provide guard training in cardiopulmonary resuscitation (CPR), automated external defibrillator (AED) and for any other equipment required to perform security services as needed and to retain/renew certification. e) Contractor shall provide a security guard(s) within two (2) hours of a request by the Risk Manager. f) The Contractor shall have prior written approval from the Risk Manager approving any overtime hours (except in an emergency) to authorize payment for this service. g) The contractor shall outline a clear chain of command for the submittal of complaints and shall designate a point of contact available to the Risk Manager 24/7. h) Contractor shall provide Security Guards with a company cellular phone which they must have with them at all times. A response time of no more than three (3) minutes is expected for each call received. Personal usage must be limited to ensure facility phone calls are received in timely manner.
