3. Scope of Work The selected consultant will be responsible for the following tasks: • Data Collection and Analysis: Conduct a comprehensive assessment of current traffic patterns, pedestrian and AFOT usage, and existing parking facilities, including an assessment of necessary property and right of way acquisition. • Stakeholder Engagement: Facilitate workshops and meetings with community members, business owners, city officials, and other stakeholders to gather input and feedback. • Pathway Design: Develop conceptual designs for the multi-modal pathway, ensuring it accommodates pedestrians, transit users and AFOTs safely and efficiently. • Parking Plan Development: Create a master parking plan that includes the design and placement of parking garages, surface lots, and other parking facilities. The Master Parking Plan must conform to the City's Beach Access Plan to ensure compliance and integration with existing beach access points and Land Development Regulations. • Traffic Calming Measures: Propose and design new traffic calming measures, including medians, curb bump outs, and high visibility crosswalks at several intersections along Seawall Blvd. to reduce speeds along the corridor and enhance pedestrian safety. • Barrier Installation: Design a new low linear barrier along the north side of Seawall Blvd. between 61st and 103rd Streets to separate the at-grade sidewalk from the adjacent on-street vehicle parking. • Transit Integration: Identify optimal locations for transit stops and a new transit station, ensuring seamless integration with the multi-modal pathway and parking facilities.
