Specifications include, but are not limited to: The South Texas Development Council, as the Administrative Agency (AA) for the Ryan White Part B Program representing the South Texas and Far West Texas HIV Administrative Service Areas (HASAs), is seeking responses from individuals or consulting agencies experienced in developing Comprehensive HIV Needs Assessments ; The needs assessment document should reflect the collection and assessment of information from Demographic, Epidemiological, Psychosocial and Housing needs of People Living with HIV (PLWH)- both those receiving care and those who are not in care in its Health Service Delivery Areas (HSDAs) which include, Corpus Christi, Laredo, Brownsville, and El Paso. Additionally, steps involved in gathering data from multiple sources on the number of HIV and AIDS cases, the needs and service barriers of PLWH, and recurrent resources to meet those needs should be delineated. This information should then be evaluated to identify what services are needed, what services are accessible, and what services gaps remain and by which groups of PLWH. The AA will utilize the needs assessment for priority setting and resource allocation and provide guidance for decisions regarding HIV service delivery in the South Texas and Far West HASA. The needs assessment report must be compliant with all requirements of the Ryan White HIV/AIDS Treatment Modernization Act of 2009, Health Resources and Service Administration (HRSA), and the Texas Department of State Health Services (DSHS) policies and guidelines. At the beginning of the needs assessment activity, the contractor will meet with the AA Program Planner to collaborate and come to an understanding regarding how to best assess the needs of the South Texas HASA for HIV Services, as well as to determine the information requested of the assessment participants.
