Specifications include, but are not limited to: Proposals must describe plans for conducting the research study of Texas dual credit programs and courses using allocated funds. Proposals must clearly indicate how research objectives will be addressed within the project period. Proposals will be scored on the research plan and feasibility of activities for the project period. The primary objectives of the research study are outlined in sections to follow. The study should begin with an investigation of district and school contextual conditions associated with the delivery of dual credit programs and courses and student participation in dual credit courses. Evidence from the contextual analysis should then contribute to an investigation of revenues and expenditures associated with IHEs, school districts, schools, and students for dual credit courses. Finally, researchers must synthesize results to make policy recommendations that can inform decisions made during the 82nd Texas Legislative session relative to the state’s dual credit program. Respondents are expected to address in their proposal the method and manner in which they propose to accomplish each objective. Detailed description including quantitative and qualitative methods and preliminary analysis plans (e.g., rigorous data/statistical analyses, surveys, focus groups, document reviews, etc.) should be included in the proposal. In addition to the detailed description in the proposal text, proposers may want to include a table or appendix summary overview of proposed research questions, methods, and analysis plans (see Attachment G for a sample format).
