The Department of Homeland Security (DHS} Federal Emergency Management Agency (FEMA) has a requirement for a vendor to provide 185 American Brand tires, valve stems, and labor for installation to include the dismounting and mounting and balancing of all tires for the Denton MERS Fleet in accordance with the attached Statement of Work and Price List. All items must be new.
The contractor shall provide American Brand Only items (specifically Goodyear, Goodrich, Cooper, Bridgestone, Firestone, Continental) in accordance with the attached Revised Statement of Work and Revised Price List.
All work will be performed on site at the FEMA facility in Denton TX, to include delivery of all new tires and the transportation of the old tires for appropriate disposal or recycling.
Vendor will also provide any necessary tire tubes and related accessories, and a means of balancing all tires on site at the FEMA facility in Denton, TX.
Offerors must use the attached price list or include all items listed in the price list in their quote.
All offerors MUST include their UEI # in their response and must possess an active SAM registration at the time of quote submission.

Instructions to Offerors
1. To ensure timely evaluation of the quote, the offeror must follow the instructions contained herein. The quote must be complete, independent, and respond directly to the requirements of this solicitation.
2. The contractor agrees to hold pricing for 30 calendar days from the date specified for receipt of quotes.
3. Offeror must have an active System for Award Management (SAM) registration by closing date of the solicitation.
4. The Government intends on awarding a single firm fixed price contract as a result of this solicitation.
5. Submission: The contractor will complete and submit the following in order to be considered for award:
a. The Government requires that Sellers quote American Brand Only tires (specifically Goodyear, Goodrich, Cooper, Bridgestone, Firestone, Continental), using the minimum number of tire brands possible. Please direct any questions to the email below by the question due date and time;
b. Offeror must submit a detailed itemized quote, which
shall include: Business Name; Address; Phone Number; Point of Contact: Email Address and UEI Number. The quote shall indicate its technical compliance, and understanding of the requirements set forth in the Statement of Work.
As a result of this solicitation the Government intends on awarding a firm fixed price contract to the responsible offeror whose offer conforms to the solicitation and has been considered most advantageous to the Government based on lowest price technically acceptable. The following factors shall be used to evaluate offers:
A. Technical compliance of the requested items;
B. Pricing Schedule; the Government will award a contract to the offeror who submits the lowest price that has been determined fair and reasonable in addition to providing all technically acceptable requested documents listed in Submission;
Basis for Award
The Government intends to select for award the one responsible quote which conforms to the Bidding Requirements and solicitation, proposes a price that is fair and reasonable, and provides the Lowest Priced, Technically Acceptable (LPTA) quote meeting all specifications of the requirement. If the lowest priced quote is not found to be Technically Acceptable, the government will evaluate the next lowest priced quote, and so on. Quotes determined to be incomplete, unreasonable, or unrealistic will not be considered for award.

OFFER AFFORDABILITY: The Department of Government Efficiency (DOGE) has taken an interest in your contract due to concerns regarding overall pricing and value alignment. The Government seeks quotes with a total price less than $100K. Offerors should not interpret this figure as a ceiling (or as a floor) on offers; rather, this information is provided as a courtesy to prospective offerors. The Government may select an offer for award with a price below, at, or exceeding this figure if it finds that offer provides the lowest price technically acceptable, and funds are available.
