All correspondence must be made through the Vendor Portal. Specifications include, but are not limited to: Harris County is soliciting offers for a qualified vendors to provide on-demand executive protection security services for Harris County for one (1) year beginning approximately March 1, 2023 or until all services ordered prior to the expiration date have been satisfactorily delivered and accepted or performed satisfactorily for the using department. It is the responsibility of each vendor to examine the entire proposal package, seek clarification in writing, and review their proposal for accuracy before submitting. Questions relating to this RFP must be submitted in writing through Bonfire. The deadline for submission of questions relating to this RFP is listed on the Event schedule of this project. All questions submitted in writing prior to the deadline will be compiled and answered in writing. A copy of all questions and answers will be released as a Public Notice to all firms. The County will not be bound by any information conveyed verbally. Vendor shall furnish all labor, manpower, personnel, service, supervision, management, documentation, insurance, bonds (if applicable), permits (if applicable), licenses, certifications, training, background checks/investigation, drug test, material, supplies, uniforms, weapons, ammunition, equipment, paid all taxes, expenses, benefits, salaries, wages, parking fees, payroll processing and payment, fees, fuel surcharges, shipping, transportation, tolls, travel time, freight, mileage, and all other overhead cost including incidentals, necessary to perform the scope of work and services as described herein. Pricing shall be all-inclusive for services described herein. The rates quoted on the BidTable(s) must be all-inclusive. Harris County will not allow for any other rates or charges including but not limited to drive time, trip charges or fuel surcharges. All services must be of the highest quality and in full compliance with industry standards and all applicable Federal, State, and Local laws, ordinances, rules, and regulations pertaining to the performance of the contract requirements specific herein. Vendor shall comply with regulations governing security agents, including minimum wages set forth by the Department of Labor, and equal employment opportunity. Vendor shall employ only security agents properly licensed and/or commissioned by Texas Department of Public Safety Private Security Bureau. All on-demand executive protection security services shall be performed on an as needed basis in a manner satisfactory to the County. If the demand is not there, then the executive protection security services will not be requested. For each on-demand l service request, the vendor and the County will agree upon the specific scope of work and cost associated with the perceived need. No minimum amount of work is guaranteed under this agreement. Compensation will be based on time and materials with a not-to-exceed limit agreed upon by both vendor and County before work begins. Executive protection security service shall be in accordance with the provisions of the Texas Occupations Code, Chapter 1702 (Private Security), Private Security Board’s Administrative Rules Chapter 35, currently in effect and as amended by the Texas Legislature and Board Rules. Vendor shall be an established company engaged in the business of providing executive protection and close proximity security services. Vendor certifies that it has adequate qualified personnel to perform all services required under this contract. Vendor further certifies that all of its employees assigned to serve the County have such knowledge, experience as required to perform the duties assigned to them. Any employee of the vendor who, in the opinion of the County, is incompetent, or whose conduct becomes detrimental to the County or the Protectee, shall be immediately removed from association with services under this contract.
