Specifications include, but are not limited to: The project(s) shall consist of successful Offeror furnishing all qualified personnel, supervision, services, materials, equipment, facilities, travel, overhead and incidentals necessary for COVID-19 testing services. The Offeror shall provide services to process up to eight hundred (800) specimen collected at various testing sites throughout Harris County on a daily basis, provide test results to Harris County and individuals tested. Test results must be provided to HCPH, and the individual tested within 24-72 hours of collection. Firms should clearly indicate the number of tests able to be processed each day, the method of communication to deliver test results, and whether or not their firm has the capacity to collect samples daily from each testing site (from 2-4 locations). The firm should have the ability to perform FDA-approved SARS-CoV-2 molecular testing using real-time Reverse Transcriptase Polymerase Chain Reaction (rRT-PCR) in a CLIA-certified lab in Biosafety level 2 environment. Primers and probes are FDA-approved under emergency use authorization (EUA). Current PCR testing methods may be substituted with another form of molecular SARS-CoV-2 testing if an alternate method is approved by the FDA and accepted by Harris County Public Health.
