Proposed solutionsmust be highly reliable and provide service capable of multicast, real-time video streaming, andvideo conferencing. The vendor should demonstrate that the proposed solutions are scalable to meetthe long-term internet needs of the community.1.1.The network shall have the following features and functionality.a.A minimum of 100 Mbps download and 100 Mbps upload speeds to all customers. This is theminimum speed to be considered broadband service as defined by Interim Rule, 31 C.F.R §35.6(e) (2), 86 Fed. Reg. 26786, 26823. Ability to scale to 1000 Mbps symmetrical will bescored higher.2.Digital EquityThe vendor should provide information on how the plan will meet the goal of providing affordableinternet to lower-income residents for the long-term. Describe all program options, partnerships, andcontractual tools available to insure affordability into the future.2.1.Delivery of unrestricted data offerings that do not impose caps or usage limits on one use of data overanother (i.e., does not limit streaming); all providers (data, voice, video, cloud services) shall beequally able to provide their services to all customers in the defined project coverage area.
