Specifications include, but are not limited to:The County Clerk’s Recording Department is responsible for recording and filing vital statistics, real property records, assumed names records, and other miscellaneous records. As keeper of the records, the County Clerk is also responsible for issuing plain and certified copies. The Department uses County staff to record and file all records, to issue plain and certified copies, and to produce the Vital Statistics and Assumed Names index. The system currently used by the department was procured through a competitive solicitation process in 2012. The purpose of this RFP is to enhance the current environment and operations with the latest technological advances and hardware. This request includes the following functions: recording / cashiering system with integrated scanning and indexing capabilities, hardware, implementation services, annual maintenance, indexing services, and microfilm creation / storage. The County Clerk is interested in acquiring the best turnkey solution based on the criteria and requirements defined in this request for proposal. The scope of the Contract allows for the design, installation, enhancement and maintenance services, data conversion as ordered. Services and Support Services, which may be Contracted include, but are not limited to: (a) system engineering; (b) preparation of technical documentation; (c) data base management; (d) system integration, transition, cut-over and implementation planning; (e) traffic engineering; (g) data collection and analysis; (h) definition of system level requirements; (i) information engineering; (j) analysis of developing concepts; (k) analysis of alternative hardware and software allocations to systems requirements; (l) provision of data communications hardware and software; (m) definition of systems interfaces; (n) development of new concepts to satisfy operational needs; (o) planning and completion of system testing and evaluation through the development cycle; (p) validation of site preparation plans; (q) performance of rapid prototyping; (r) analysis and performance of risk analyses; (s) performance of hardware, software, and system maintenance; (t) performance of network management systems installation; (u) provision of network security services; and (v) application requirements. Other typical activities will be in support of: (a) prototyping (limited); (b) proof of concept demonstrations; (c) system planning; (d) system development; (e) system/data conversion; (f) hardware/software installation and integration; (g) local/wide area network (LAN/WAN) design, and engineering; (h) operations security planning and implementation; (i) communication network analysis, and design; (j) technology update and insertion; (k) advanced intelligence network features; (l) technical documentation; (m) certification and accreditation documentation on system installations; (n) facilities management, operations and maintenance support of existing and new systems (Optional); (o) network control and operation assistance; and (p) system transition and extension to other locations. The successful offerer will supply, as required, all necessary qualified personnel, supervision, management, materials, and equipment in support of these requirements.
