Specifications include, but are not limited to: The City of Austin, hereinafter referred to as the “City”, seeks to enter into an agreement with a qualified respondent to provide a range of management and administrative services for the City’s current and future Public Improvement Districts (PIDs). Services shall include but not limited to subdivision parcel research, special assessment levy research, preparation of the annual assessment and calculation of administrative costs, county tax office communication, tracking of delinquent assessment fees, required PID disclosure reporting, bond issuance documentation preparation/review, and compilation/review of annual service and assessment plan. 1. Annual Special Assessment Determination: Each parcel shall be classified according to The PID Service and Assessment Plan. Upon identification of each parcel, successful Respondent shall: 1.1 Verify ownership and ongoing conveyance dates; 1.2 Develop and maintain a database for all relevant PID parcels to include all relevant property information; 1.3 Identify PID expenses to include operation of District, annual debt service, administrative expenses, and provision for delinquencies. Including but not limited to collection of administrative costs and estimating administrative costs for future assessments. 1.4 Calculate and determine the Annual Assessment and the Special Assessment for each parcel. This task includes the following sub-tasks: 1.4.1 Background Research – This task involves gathering and organizing the information required to form a database necessary to calculate and to allocate the Annual Installment and includes the following: 1.4.1.1 Subdivision Research: Identify parcel subdivisions and any other information relevant to the collection of the Annual Installments. 1.4.1.2 Assessor’s Parcel Research: Upon publication of property tax roll, review assessor parcel maps to compile a list of the assessor’s parcels that will be valid for the collection of the Annual Installments and determine the assessed value of each parcel. 1.4.1.3 Ownership/Exempt Property Research: Research changes in ownership, dedication, and offers of dedication of property to public agencies and other exempt users. Identify date property conveyed or offered to exempt entities. In addition, addressing property that moves from assessable to non-assessable property and the impact on current and future assessments. 1.4.1.4 Database Management: Prepare database to include all relevant property characteristics for the parcels in the District.
