Specifications include, but are not limited to: The Houston Health Department (HHD) seeks to contract with a vendor with a searchable database comprised of 60+ billion records obtained from a wide variety of sources, including postal addresses, driver’s licenses, property ownership, and criminal records. Information gathered from these records will strictly be used for legitimate public health service needs such identifying and locating clients. Examples of appropriate uses for the database include but are not limited to: • Obtain additional locating information for instances where the client is likely to be unable to locate. • Locate information on contacts (partners, etc.) that are being sent/received through the out of jurisdiction (OOJ) process. • Obtain additional information for identity verification. (e.g. middle name, social security number, race, criminal records, out-of-state DL or voter registration.) • Identify who else might be concurrently living at the same address. • Verify address given by a provider is complete (e.g. residence is an apartment and the provider does not have an apartment number listed). • Find physical address for people who only list PO Boxes. • Utilize the phone summary and relative summary to identify close contacts living in same city who may know how to locate the client. • Utilize criminal records to show when someone was incarcerated in TDCJ (or other jail facility). • Identify aliases for people. (Example: client in prison using an alias, but already in the STD or HIV database under their given name.) This can help to identify duplicate patients. • Obtain an out of state address history, to help provide a record search for a Disease Intervention Specialist (DIS) in another state.
