The Council seeks professional consultation to assist in the design of a potential national psychology licensure examination. This consultation shall assist the Council in gathering stakeholder feedback to identify desired exam parameters that will ultimately result in publication of an RFP seeking vendors to bid on development and administration of the psychology exam. The scope of work shall include: Drafting a comprehensive RFP for publication, based on the final exam parameter decisions of the Council and Texas State Board of Examiners of Psychologists, to solicit proposals for the development and administration of a licensure exam; Identification of stakeholders and stakeholder groups from which to solicit feedback and input; Facilitation of discussion with individuals and groups to develop proposed recommendations for the design parameters of the exam; Drafting of reports summarizing the gathered feedback and recommendations for the design parameters, as well as documentation to guide the Exam Project Steering Committee in making a Final Recommendations report; Making recommendations regarding the necessary elements of an occupational licensure exam, as well as necessary elements to successfully administer a licensure exam program such as staffing requirements, budget, and other necessary contract services; Making recommendations regarding necessary and desirable vendor qualifications to award a contract for development and administration of the exam, including geographic footprint, past experience, technological capabilities, and project timelines; and Drafting of other preparatory contractual documents, including but not limited to scoring matrices, necessary contract terms, and project milestones.
