Specifications include, but are not limited to: 1. Talent Procurement and Management a. Consultant shall be responsible for acquiring, booking and contracting national, regional and local talent for performance at the Festival, provided, however, the City must give final approval in writing for each act. b. Consultant shall provide a production manager to oversee talent onsite from talent arrival to departure, including hospitality food and drink, accommodations, and transportation as negotiated with talent. 2. Site Coordination and Management a. Consultant shall work with City staff for all site coordination and logistics management to provide a professional and well-produced event. Consultant shall arrange for, and be financially responsible for, the following: i. Stage management and talent management. ii. Event security services; a security plan shall be approved by the City and Temple Police Department in writing. iii. Site set up including, but not limited to, barricades, signage, vendors, and other related functions. iv. Clean up services during the event and directly thereafter. All clean up of the Event site shall be completed within 7 calendar days of conclusion of the Event. v. All on-site signage including, but not limited to, hanging and removal of all City-provided signage (i.e., sponsor signage, other City events, etc.) vi. On site food and beverage management. vii. Provision of any tables and tents as required or requested. viii. Onsite sponsor and any other vendor management. 3. Food and Beverage Vendor Management a. Consultant shall provide and manage food and beverage vending services for sale at the site during the event and secure all necessary permits. Food and beverage vending must be approved by the City. i. Food: 1. Consultant shall hire sufficient food vendors and feature a variety of offerings for attendees. The City shall provide final approval on all food vendors in writing. 2. The goal is to feature food vendors from Temple, the surrounding metro area, and Central Texas. ii. Alcohol: 1. Consultant shall obtain required permits from the City. 2. The goal is to feature breweries and wineries from Temple, the surrounding metro area, and Central Texas. 3. If the Consultant wants to offer spirits, a plan to do that shall be provided and approved by the City in writing. 4. The City shall provide final approval on all alcohol vendors in writing.
