Crowley is a small city with a population of around 20,000 people and is approximately 7.2 square miles in size. While the City is expecting to hire a building official and/or inspector, even with full-time staff, the volume of work at this time is greater than City staff would be able to handle in a timely manner. For now, the selected firm would provide all building inspection and plan review services, including occasional attendance at Development Review Committee meetings and other meetings with customers and advising staff in the capacity of building official. The firm may also be requested on an infrequent basis to handle substandard building cases. After a building official and/or inspector is hired, the selected firm would provide backup services on an as-needed basis. This may include providing all plan reviews and occasional inspections, or all inspections and occasional plan reviews. All inspections must be done in person. The Permits Office will make every effort to send inspection lists to the firm the day before the inspections are needed, but emergency inspections should be available on the same day as needed at no additional charge if they can be completed during regular working hours. Rarely, emergency inspections after hours may be needed, and the City understands these may be billed at an additional charge over the standard inspection cost. When serving in place of full-time staff, the selected firm(s) will perform all requested daily residential and commercial inspections and will perform most plan reviews (some fence and storage building reviews are done by staff). The firm will also perform landscaping inspections at time of final inspection. The selected firm(s) will also make recommendations for local amendments when new building codes are adopted.
