Specifications include, but are not limited to: 1. New PARCS with first installation at the Radiology/Oncology Parking Garage and to be expanded to other UTSW parking facilities to provide consistent reporting, monitor and control all of UTSW’s PARCS equipment from a single PARCS application. 2. Interface with UTSW’s Proximity Card System used for parking facility access such that the Barrier Gates provided by the Contractor can receive signals from the proximity card readers and vend the gates at entry and exit lanes. 3. Achieve a PCI DSS compliant environment and maintain the cardholder environment consistent with ongoing compliance. 4. Achieve an EMV compliant environment to comply with Europay, MasterCard, and Visa (EMV) Standards. 5. Provide flexibility in offering new parking programs at UTSW. 6. Accurately track and report the required financial and statistical information. 7. Accurately calculate appropriate fees. 8. Accurately document the revenues generated by the parking operations. 9. Improve efficiency of operations and maintenance. 10. Provide flexibility in rate configurations. 11. Ensure flexibility for any future need to update, upgrade, and/or expand the system readily (additional lanes, additional facilities, as well as additional functionalities). 12. Provide an intuitive and user-friendly interface for UTSW and its personnel. 13. Provide innovative methods of parking fee payment, including Pay-by-Phone, Google Wallet, or Apple Pay 14. Provide innovative methods of issuing validations, including creating and emailing a bar code to be displayed on a smart phone by the patron at the Pay-on-Foot device or at the lane device to receive discounted parking. 15. Provide access control to overhead (Rolling Steel) security door at both entry and exit to facility. These doors will be the Steel Ranger 9000L high performance rolling steel door as manufactured by Hormann Flexon LLC.
