Specifications include, but are not limited to: The City of Del Rio Police Department serves the community by protecting citizens and property, preventing crime, enforcing laws, and maintaining order. The Del Rio Police Department is headquartered at 101 Lowe Drive, with a main building for administration and an additional building located at this same address to house its evidence office. An offsite building located at 1081 W. 10th St house the 911 Dispatch Center. The Police Department is interested in obtaining a new digital, updated system that would provide an increased image quality, detail recognition, sound detection, security alerting and additional storage capacity. The camera system would be accessible by the staff approved by the Chief of Police and would be installed in the main building, evidence building, and the call/ dispatch center, with camera locations having been recommended by MIS and reviewed by the Police Department. Equipment included on bid must be new. Bid should include the removal of old cables and the installation of new cabling. All cameras to be bid should be fixed cameras unless otherwise noted on the specifications. The system should allow staff to be able to differentiate facial features and other physical characteristics for people with similar physical features such as race, build and skin color; to be able to distinguish between two or more bags; be able to recognize a vehicle make and model and details of the driver. For cameras with audio capabilities, staff should be able to hear a conversation, yelling, fire/smoke alarms when reviewing footage and should be able to adjust the sensitivity and threshold of the camera system. The Police Department is not interested in obtaining a system that includes cloud-based storage. No additional network or power infrastructure from the existing system should be re-utilized. The Police Department already counts with an existing network/ fiber infrastructure that interconnects the Evidence Building, Main Building, and Dispatch Center.
