1. Project Management and Oversight • Provide day-to-day project management, including coordination with City staff, consultants, and contractors. • Monitor and report on project progress, budgets, schedules, and risks. • Maintain project management tools and documentation. • Ensure that projects are delivered on time, within scope, and in accordance with applicable regulations. 2. Owner’s Representation • Act as the City’s representative throughout the planning, design, permitting, and construction phases. • Attend and document meetings, site visits, and inspections. • Review and advise on design documents, change orders, submittals, and contractor performance. • Serve as an objective advisor to protect the City’s interests and manage expectations across stakeholders. • Act on the City’s behalf to resolve issues or concerns of residents related to the project. 3. Contract Administration • Assist in developing procurement documents (RFPs, RFQs, bid packages) in compliance with City, state, and federal procurement rules. • Develop and maintain procurement history documentation. • Develop and utilize independent cost estimates. • Support bid and post-bid procedures, contract execution, amendments/change orders, and close-out processes. • Monitor contract risk and compliance, including contractor and consultant performance, payment applications, and deliverable quality. • Maintain complete and organized contract files and administrative records. • Support City staff with administrative and technical requirements, coordination with external parties, and compliance activities throughout the project life cycle. 4. Grant Management and Compliance • Provide grant management services consistent with 2 CFR Part 200 and other applicable regulations. • Assist in preparing grant applications, advance funding agreements, reimbursement requests, progress reports, and audit documentation. • Ensure compliance with federal and state requirements, including: o Environmental reviews (NEPA) o Davis-Bacon Act and prevailing wage requirements o Buy America/Buy American provisions o DBE/MBE/WBE participation o Section 3 requirements o Title VI and other civil rights obligations • Maintain sufficient documentation as required by the funding agency.
