The City of Bryan, Texas (“City”) is seeking an operator for a parking enforcement technology in Downtown Bryan to regulate daytime parking turnover and availability with a goal of zero net cost to the city. The streets are potentially Main Street and Bryan Avenue from 23rd Street to 28th Street as well as the cross streets between Main Street and Bryan Avenue. The selected Firm shall work with City staff to determine the timed parking area to be enforced. The Firm will be responsible to utilize technology to administer timed parking enforcement, including notification and collection of associated parking citations. The City invites proposals from Firms that can provide complete hardware-and-software solutions, or software-only solutions that can integrate with City-owned or third-party hardware. The parking spaces in public rights-of-way along Main Street and Bryan Avenue are available for public use. The area is made up of restaurants, bars, offices, retail, the Union Pacific Railroad, and various government administration buildings. The City is looking for a Firm to provide technology to enforce timed parking policies. Such technology will be used to detect violations, notify vehicle owners, and collect fees on behalf of the City. The City desires that Respondents address the following criteria: 1. Demonstrated capability and success in the implementation of parking enforcement technology. 2. Demonstrated capability, as a Firm, to perform operating services based on successfully providing similar services for other facilities, especially municipal facilities, without legal, technical, or safety problems. 3. Capability to provide the appropriate resources to assist and consult with the City through the implementation and operating processes. 4. Past performance on similar projects with this or other similar local municipality projects. 5. References from past customers of Respondent. 6. Demonstrated capabilities the City would have access to track metrics through dashboards and other reporting methods. 7. Demonstrated compliance with PCI standards. 8. Demonstrated capabilities of a strong cybersecurity program.
