Eligibility for the pilot phase of the program is limited to BSLs located in the following counties that meet the state’s definition for an unserved location: Brewster County Culberson County Hudspeth County Jeff Davis County Presidio County The BDO will provide the list of eligible BSLs to the Successful Applicant(s). The number of eligible BSLs located in the five counties designated within the initial pilot phase of the program is approximately 3,400 BSLs; however, the initial pilot phase requires only a block of network reservations of 500. The BDO may expand the geographic areas or the number of BSLs eligible for participation in the program in high costs areas where LEO Internet Service or where use of the technology would be more economical than other technologies, as necessary to ensure the success of the pilot phase and maximize the program’s impact. An otherwise eligible BSL receiving satellite broadband service from Successful Applicant(s) prior to the Effective Date of the grant award will not be eligible to participate in the program. Upon award, Successful Applicant(s) will be required to perform a comparison of the eligible BSLs provided by BDO with its current subscriber database to remove any location already subscribing to LEO satellite service prior to the Effective Date of the grant award.
