Preferred Brands/Models
Beyond the TAA-compliant and Blue Iris compatibility requirements, the NWS does not maintain an official pre-approved list of camera or POE device brands/models. However, all proposed equipment must comply with Section 889 of the National Defense Authorization Act (NDAA) and the Secure Equipment Act (SEA), which prohibit procurement or use of covered telecommunications equipment or services from certain foreign entities. Preference is given to equipment with a proven history of reliable operation in prior NWS or similar Federal installations, that meets operational requirements, integrates seamlessly with Blue Iris, and has manufacturer support for regular firmware and cybersecurity updates.

Approval Process for New Brands/Models
For brands or models not previously deployed at Weather Forecast Offices (WFOs), vendors must submit complete technical documentation (“cut sheets”) for review. The process includes evaluation by myself and the IT security teams to ensure compliance with functional, cybersecurity, and operational standards. The typical review and approval timeline is approximately 1 week, depending on the completeness of the submission.

Blue Iris Configuration Files
NWS does not currently have a Blue Iris configuration profile for consistent performance and integration across each site. Each site may require site-specific modifications to account for infrastructure, camera placement, or network considerations unique to each WFO.

Removed Equipment Handling
Removed equipment should be boxed up in an organized fashion to be accounted for when it is to be turned over to the facility staff. This will help with the ease of proper disposal and accountability.

INSTRUCTION TO QUOTERS: Instructions for submitting quotations under this request for quote must be
followed. Failure to provide all information to aid in the evaluation may be considered non-responsive.
Quoters that are non-responsive may be excluded from further evaluation and rejected without further
notification to the quoter.
1. Submit PDF or Microsoft Word format quotations to the office specified in this solicitation at or
before the time specified in the solicitation. Quote documents shall include signed copies of the SF 1449
and any amendment SF 30(s) to acknowledge the solicitation and any applicable amendments. Email
quotes are required and can be sent to elliott.waxman@noaa.gov.
2. Quoter shall have an active registration in the System for Award Management (SAM found at
https://sam.gov/content/home) in order to provide a quote and be eligible for award. Must provide
their UEID/CAGE CODE with their quote.
3. Quoter shall be SBA-certified as a HUBZone entity.
3. Quoter shall assume that the Government has no prior knowledge of them or their capability.
4. Quoter shall provide all evaluation criteria in accordance with FAR 1352.213-70. Quoters who do not
provide all evaluation criteria “may not be considered”.
5. Quoter shall submit evidence of any proposed on-site personnel having completed the NOAA Sexual
Assault and Sexual Harassment training within ten (10) business days of award.
6. Quoter shall submit evidence of insurance coverage in accordance with clause CAR 1352.228-70.
7. Quoter shall submit a list of the proposed Key Personnel in accordance with clause CAR 1352.237-75.
SITE VISIT
Vendors are encouraged to inspect the site where services are to be performed and to satisfy
themselves regarding all general and local conditions that may affect the cost of contract performance,
to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site
constitute grounds for a claim after contract award.
