Specifications include, but are not limited to: NEW LEAN PROCESS TRANFORMATION SERVICES PURPOSE The purpose of the project is to build a Lean culture of problem solving, working together on continuous improvement to effectively implement lean throughout the entire organization. Metropolitan Transit Authority of Harris County seeks proposals from qualified professionals in Lean process transformation to coach and mentor METRO staff through on-site projects. BACKGROUND METRO's new leadership has undertaken an organizational restructuring that is designed to support new strategic objectives and principles, with a focus on customers. Part of the restructuring was the creation of a new department called Performance Improvement. The core function of performance improvements process transformation through the implementation of Lean practices. METRO's strategic priorities and seven operating principles were designed to increase transparency, accountability, quality of service and improve efficiency throughout the entire organization. The preliminary work for Lean implementation at METRO has been completed as follows: - Provided a high-level overview of Lean principles and philosophy to senior management members, through simulation exercises and a series of interactive workshops - Provided yellow belt training for the process transformation team - Worked with METRO to identify, design and implement two Lean projects brake repair and print shop - Developed Lean skills of process transformation team by coaching and mentoring the team through Lean projects SCOPE 1. Assist with Lean projects As described previously, METRO has developed some basic Lean skills and desires to continue to build those skills with the support of a Lean Consultant. Specifically, the process transformation team has not had experience in Lean office projects, which is a primary focus for this contract. 26 RFP No. RP1200020 Contract No.__________ METRO has elected to next focus on Lean office skills, and specifically wants to focus on its Procurement processes. Understanding that there may be many processes that could become projects within the Procurement value stream, the scope will be as follows: - Work with METRO staff to assess the Procurement value stream and select two medium sized Lean projects. (Could alternatively be one large project) - Consultant shall work with the process transformation team to outline basic steps for Lean office projects. These basic steps will be documented and used to guide the staff through the project(s) within this scope as well as future projects, to ensure consistent Lean project processes and consistent results. - Coach and mentor the process transformation staff through the selected project(s). - Assist in the development and implementation of Lean Management Systems in the project(s) implemented. - Assist in quantifying the impact of projected results of the selected Lean project(s). 2. Strategic business process assessment: It is METRO's intention to strategically select Lean projects that provide the greatest impact in achieving its strategic goals. To enable METRO to focus on the best Lean projects, Consultant will assist METRO in a business process assessment for the organization. - Lead a business process assessment effort throughout the organization. - Develop of a strategic roadmap for strategic implementation of Lean. - Coach and mentor the process transformation team (5-6 people) in the ongoing efforts of business process assessment. DELIVERABLES - Business assessment report of METRO's current state. - Strategic road map of Lean implementation with recommendations for prioritized projects. - Business process assessment tools to enable the process transformation team to continue assessing METRO's processes. CONSULTANT RESPONSIBILITIES The Consultant shall be responsible for the following: a) Work with METRO to develop proper documentation to be maintained throughout the projects. b) Be responsible for the technical and professional quality, accuracy, adequacy and comprehensiveness of projects documents. c) Work with METRO's designated Project Manager to schedule activities and timelines.
