Specifications include, but are not limited to: 3.1 Marketing of Program The Contractor shall be responsible for development, production, and distribution of promotional materials related to the Program, such as media buys, media interviews, handouts, direct mail, and outreach, with all promotional materials subject to approval by the City. The City will pre-approve in writing all public information, promotional materials, and promotional activities to inform service recipients of this Program. The City may choose to distribute Contractor-developed promotional material via social media, utility bill inserts, and other avenues available at the City’s discretion, but the Contractor shall not rely on City marketing channels to promote the Program. 3.2 Collection Schedule The City’s hours of operation for bulk collection are Monday–Friday, 8:00 a.m. to 5:00 p.m. Central Time. The City prefers that the Contractor submit a proposal that follows this schedule and ARR’s operations holiday schedule (the only scheduled holidays include New Year’s Day, Thanksgiving, and Christmas Day). 3.3 Collection Preferences It is preferred that the Contractor provide collections and transport of Mattresses for ARR Customers, to include curbside pickup, Mattress drop-off, reuse of whole Mattresses, and recycling of all components of Mattresses. However, the Contractor may submit a proposal wherein the City and the Contractor work together mutually to provide Mattress collection services. Although it is not preferred, the Contractor may submit a plan with the proposal where instead of whole Mattresses and all components being recycled, a percentage of Mattress components is recycled. Priority processing must emphasize reuse first, re-manufacture second, and then recycling—in that order. Industry standard is a reuse and refurbish rate of 11% or better for whole mattresses and an aggregate reuse/recycling rate of over 60% for deconstructed Mattress components. It is preferred that the Contractor: A. Provide curbside pickup, as described in Section 3.4.1, Curbside Pickup Collection; and B. Receive Mattresses from ARR Customers at the Contractor’s facility, as described in Section 3.4.2, Drop-Off Collection.
