The City of Dallas Department of Transportation and Public Works (City) is seeking statements of qualifications (SOQ) from experienced civil engineering firms who can demonstrate they have the resources, experience, and qualifications to provide planning services for the development of a comprehensive master plan for projects connecting the Southern Gateway Park (now known as Halperin Park) and Dallas Zoo to surrounding neighborhood and conceptual design and engineering for five projects consisting of: intersection improvements at Lancaster & 12th streets; pedestrian improvements at Ewing & IH-35E northbound service road; relocation of Dallas Zoo entrance on the IH-35E northbound service road; exit ramp connecting the Dallas Zoo parking garage to Marsalis Avenue; and a pedestrian bridge from the Dallas Zoo parking garage to the Zoo plaza, extending over Dallas Area Rapid Transit and Clarendon Avenue (see map on page 16 of this SOQ). Additional services may include plans, specifications, and estimates for selected roadways and bridges within the same area. These services may include, but are not limited to: • Master planning for mobility and connectivity from the study area into surrounding neighborhoods including pedestrian, bicycle, potential streetcar, and vehicular traffic. • Schematic design for pedestrian and street grid improvements across IH-35 service roads. • Bridge layout for pedestrians and vehicles from the currently under-construction Zoo parking garage. • Detailed design/environmental clearance for selected component projects within the same area which may include bridge design.
