Specifications include, but are not limited to:1: Provide General Manager for Waco Transit System, Inc. This individual will serve as the General Manager for Waco Transit System (WTS) and report to the City Manager of the City of Waco. This person will manage the daily operation of the entire Waco Transit System in an efficient and effective manner. The General Manager will be expected to work closely with City of Waco management staff, the Waco Metropolitan Planning Organization (MPO) and various committees and organizations within the city organization and the community. This person will be able to promote teamwork and provide for staff development. If additional personnel are required proposers should list this in the RFP along with supporting descriptions of the duties and responsibilities of the additional management staff. Below is a list of management functions required for this position: 1. Direct transit administration to attain the mission, goals and objectives of the City of Waco. • Supervise all professional, technical, clerical, operator, and manual labor personnel for the transit department. • Administer personnel policies and procedures as they affect the transit department in accordance with federal, state, and local policies. • Ensure transit services are operated according to local plans, policies and budgets as established by the City Council and the Waco MPO Policy Board, as well as all applicable state and federal regulations. • Manage service delivery. Organize, implement, integrate, and assess functioning of transit employees, equipment, and facilities. • Oversee bus operator performance and take action to resolve performance issues. • Establish personnel policies for Waco Transit employees. • Oversee dispatchers, transit supervisors and other management and support personnel and take action to resolve performance issues. • Oversee transit route planning and scheduling and coordinate with Waco MPO staff. • Oversee reservations, scheduling and dispatch for demand response services. • Ensure development, training and recruitment of Waco Transit employees. • Establish management continuity and document continuity binders. • Establish the following policies and procedures, to include but are not limited to: o Payroll processes, o Procurement procedures o Sale of fare media o Enforcement of fare policies & cash handling o Record retention o Public involvement plan o Title VI requirements o System performance standards o Customer response protocols • Oversee and ensure adherence to aforementioned policies and procedures. • Direct, or personally engage in passenger relations, public transit marketing, grant 9 applications, and supplier and service provider negotiations. • Assist to develop and write grant proposals and to prepare for any local, state, or federal audits related to transit administration/operations/services. • Support planning and budgeting efforts of the City by providing forecasts of anticipated service needs and future operating and capital costs. • Ensure compliance with all local, state, and federal regulations.
