Specifications include, but are not limited to: The Contractor shall perform connectivity assessments for public libraries. A list of potential participating libraries is provided in Attachment 2 of this solicitation. The scope of work is specified in this Section of the solicitation. 1.1. Assessment Topics 1.1.1. Inventory of technology, including equipment and services necessary for internal connections needed for broadband connectivity (e.g., antennas, cabling, caching, firewalls services and components, racks, routers, switches, UPS/battery back-up, access points, software supporting components, services provided by a third party for operation, management, and monitoring of connections) 1.1.2. Assess current connectivity – level and adequacy according to FCC definitions and the library’s service goals; 1.1.3. Assess the network – reliability and security; 1.1.4. Assess physical IT environment – reliability, security, and maintainability; 1.1.5. Determine whether the library is unable, due to impracticability, to receive speeds of 100/100 Mbps, or 100/20 Mbps scalable to 100/100 symmetrical. If so, provide a descriptive justification including all available qualitative and quantitative data sources; 1.1.6. Provide cost estimates on replacing old equipment with new; 1.1.7. Provide specific recommendations for future-proofing, including internal network connections and network infrastructure necessary to ensure the long-term viability of the library’s internet connections and technology capacity; 1.1.8. Document affordability and availability of the community’s connectivity. 1.2. Assessment Scheduling 1.2.1. Each assessment should be completed in approximately one day. 1.2.2. Respondent may suggest the assessment to be performed either: (A) In-Person; (B) Remote; or (C) Both. At a minimum, the Contractor should conduct in-person assessments for at least 10% of the library locations. 1.2.3.
