Specifications include, but are not limited to: The Office of the Attorney General (OAG) issues this IFB 302-24-005538 for training and technical assistance based on the Theory of Constraints (TOC) model laid out in the “Stop Decorating the Fish” publication authored by Ms. Kristen Cox. Services may be virtual or in-person and will include in-depth training on the TOC methodology and how to apply that theory to government workflows and processes and ongoing applied training as CSD pilots a revision to its business processes that implement the TOC and its problem-solving approach, and technical assistance related to solution implementation. The scope of services includes, but is not limited to: 2.1. Training and technical assistance related to solution implementation • Develop training and communication for implementing the designed solutions • Monitor and adjust solutions during implementation as needed to address unanticipated issues • Monitor and evaluate implementation results 2.2. In-depth and applied training and analysis for program-level system and process improvement initiatives Training topics may include, but are not limited to: • Identifying core business needs that should be addressed and prioritized for program-level system and process improvement efforts (and in what order) • Incorporating the insights into program-level process improvement efforts • Teaching and applying concepts that assist with workflow design • Teaching and applying concepts related to how program-level processes highlight workload priorities to staff 2.3. Optional Services The Contractor may also provide: • Analysis of proposed business system and process improvement plans to determine if they align with the theories laid out in the “Stop Decorating the Fish” publication • Training and analysis assistance targeted at areas where with potential gaps in system and process improvement approaches
