Leadership Program Consulting 1. Responder shall work with TCEQ’s Project Manager to obtain a thorough understanding of TCEQ’s current leadership framework, and align content, delivery methods, and outcomes with organizational goals; 2. Responder shall work with TCEQ’s Project Manager to develop recommendations addressing gaps and strengthening the program at all leadership levels. 3. Responder shall work with TCEQ’s Project Manager to create pathways and scaffolded contenting for leadership development at all levels, from emerging leaders to senior executives. Content Design 1. Collaborate with TCEQ to develop and deliver content that includes: • Core leadership competencies, which align with TCEQ’s leadership development framework. • Content tailored to address the unique challenges and opportunities at different organizational levels. 2. Incorporate principles of servanthood, stewardship, strategic thinking, adaptability, and sustainability into the program’s content. Content Delivery 1. Provide a multimodal leadership development program, based on TCEQ’s leadership development framework, designed to engage participants at all levels of TCEQ’s workforce. The number and frequency of courses will be determined during program development. This program should include: • In-person learning: Facilitated workshops at TCEQ in Austin that encourage interaction, team-building, and hands-on learning. • Virtual learning: Live, instructor-led sessions delivered via Microsoft Teams to ensure accessibility for both remote and onsite employees across the hybrid workforce. Recordings, eLearning, and related materials may also be made available through TCEQ’s Cornerstone Learning Management System (LMS). The number of sessions will be determined in collaboration with the selected vendor based on program design and agency needs. • On-demand learning: Self-paced modules covering science-based leadership topics, allowing employees to learn at their convenience. • Blended learning: Integrated approaches that combine live sessions, self-paced modules, and group activities to maximize engagement and retention. 2. Offer the flexibility to equip TCEQ staff as instructors, co-deliver learning opportunities alongside TCEQ’s internal facilitators, or independently deliver all program components based on agency needs. 3. Ensure materials and resources are tailored to TCEQ’s unique leadership context, addressing challenges faced by employees at different organizational levels. 4. Create opportunities for experiential learning, including moderated online discussions, simulations, modular assessments, case studies, and role-playing exercises that promote the practical application of skills.
