2.4 Scope of Work – Requirements The City is accepting sealed bids for a three (3) year contract for water quality analysis services to include lab testing and biomonitoring as required by the TCEQ (Texas Commission on Environmental Quality). The City anticipates the contract will be renewed pursuant to the availability of funds and at the discretion of the City. It will be agreed that the City will have the option to extend the contract for up to two (2) additional years, in one-year intervals. To exercise this option, the City will serve notice thirty (30) days prior to contract termination or to the end of any extension. The service provider who is selected must be approved by the TCEQ to perform the specific types of analysis. The testing of samples must be performed as specified in the Code of Federal Regulations 40 CFR, Part 261, Appendix II (Toxicity Characteristic Leaching Procedures) or a method that is approved by the TCEQ and is in accordance with the current edition of the Standard Methods for the Examination of Water and Wastewater. A copy of the discharge permits for the wastewater treatment plants owned by the City will be given to the bidders by request. Samples may be requested by any division of public works and invoiced to the correct division for which the sample was taken. Applicable divisions are as follows: Wastewater Treatment, Water Supply, and Pretreatment. • The wastewater samples shall be picked up daily by 10:00 a.m. at the Main Wastewater Treatment Plant located 5200 Port Industrial and no later than 10:30 a.m. at the Airport Wastewater Treatment Plant located at 7618 Mustang Street. • In the event additional samples are added to the discharge permits during the contract term, these samples shall be bid out to certified labs and the contractor shall accept the lowest bid for the new TCEQ specified samples, or the City reserves the right to re-bid the contract or award to the next lowest bidder. • The contractor shall supply the City of Galveston with Chain of Custody Sheets, and sample container bottles. • The contractor must supply the City with the pre-labeled Priority Pollutant, and TCLP Sample bottles. These will be supplied a month before the required dates listed on each permit. • In addition, two copies of the sample results will be required for the Priority Pollutants at the Main, Airport, Terramar, and Pirates Beach Wastewater Treatment Plants.
